Appropriates $7.6 million from the General Fund for fiscal year ending June 30, 2012, distributed to: Department of Energy and Environmental Protection ($600,000), Teachers' Retirement Board ($2.4 million), and Public Defender Services Commission ($2.5 million).

Reduces Department of Children and Families Personal Services appropriation by $7.6 million from Public Act 11-61 to offset new appropriations.

Appropriates $1.8 million from the Special Transportation Fund for State Comptroller Employee Retirement Contribution.

Reduces Department of Transportation Rail Operations appropriation by $1.8 million from the Special Transportation Fund, offsetting the new appropriation.

Modifies Public Act 11-6 Section 14(a) to allow unexpended funds related to collective bargaining agreements to remain available through fiscal year ending June 30, 2012 (removing the previous extension through June 30, 2013).
