HB 5016 Summary

• Transfers Workers' Compensation Commission and Commission on Human Rights and Opportunities from the Department of Administrative Services to the Judicial Department for fiscal and budgetary purposes only, effective July 1, 2012.

• Adds investigation and collection of Medicaid and Medicare charges for Department of Veterans' Affairs to the Commissioner of Administrative Services' responsibilities, effective July 1, 2012.

• Authorizes the Commissioner of Correction to release terminally ill inmates (except those convicted of capital felonies) to licensed community-based nursing homes for palliative and end-of-life care, with periodic medical review by the Department of Correction's medical director.

• Requires the Connecticut Academy of Science and Engineering (instead of the Commission on Human Rights and Opportunities) to conduct a disparity study of state set-aside contracting programs by June 30, 2013, with findings submitted to the joint standing committee on government administration.

• Provides up to $13.5 million in annual funding from the Comptroller's office to cover fringe benefit differential between private hospital employees and John Dempsey Hospital employees, effective July 1, 2014.
