Allows sworn members of local police departments to arrest persons outside their precincts while on duty for any offense when the person is taken in the act or on speedy information, with immediate presentation to the appropriate local or state police department.

Grants motor vehicle inspectors in the Department of Motor Vehicles arrest authority when certified under sections 7-294a to 7-294e and exercising authority under specified motor vehicle statutes.

Adds motor vehicle inspectors to the definition of "peace officer" in the criminal statutes, subject to certification requirements and specific statutory authority.

Clarifies that constables elected under section 9-200 are only considered peace officers if the town provides by ordinance that they shall be.

Effective July 1, 2012.
