HB 5024 - Voting Rights

• Establishes same-day voter registration on election day, allowing eligible persons to register and vote immediately if they meet residency and citizenship requirements, with registrars checking the state-wide centralized voter registration system before admitting applicants.

• Implements online voter registration system (effective January 1, 2014) allowing applicants to register and update registration information, with signatures obtained from state agency databases and applicant information verifiable through cross-referencing with state and federal databases.

• Permits former residents who moved out of state within 30 days before a presidential election to vote by presidential ballot in their former Connecticut town of residence.

• Restricts campaign solicitation, advertising, and loitering within 75 feet of election day registration locations and related corridors and passageways.

• Increases maximum civil penalties for election law violations to $2,000 per offense and extends State Elections Enforcement Commission authority to investigate violations of the new election day registration and online registration provisions.
