Secretary of the State gains legal standing to seek court intervention in Hartford Superior Court when the Governor proclaims a civil preparedness emergency or the President declares an emergency or major disaster in the state

Intervention authority applies only when both registrars of voters in a municipality request assistance for an election following such proclamation or declaration

Secretary of the State may petition the court for postponement, relocation, or other actions necessary for orderly execution of elections during emergencies

"Emergency" and "major disaster" are defined using the same meanings provided in section 28-1 of the general statutes

Effective date is October 1, 2012
