Bill Summary: HB 5027

• Eliminates or consolidates numerous state boards and commissions effective July 1, 2012, including the Geospatial Information Systems Council, Connecticut Public Transportation Commission, Computer-Assisted Mass Appraisal Systems Advisory Board, and various advisory committees.

• Transfers functions of eliminated boards to existing state departments and agencies, such as moving geospatial information coordination to the Office of Policy and Management and river protection advisory duties to the Commissioner of Energy and Environmental Protection.

• Reorganizes higher education governance by replacing references to "Department of Higher Education" with "Board of Regents for Higher Education" and "Commissioner of Higher Education" with "president of the Board of Regents" throughout statutes.

• Establishes a new Connecticut Council on Developmental Disabilities with 24 members appointed by the Governor to replace the previous Council on Developmental Disabilities and carry out federal developmental disabilities assistance requirements.

• Renames the Commission for Educational Technology to the Commission for Technology Advancement, relocates it to the Office of Policy and Management, and streamlines its membership and reporting requirements.
