Local and regional boards of education must collaborate with the Board of Regents for Higher Education and University of Connecticut Board of Trustees to develop alignment plans between Connecticut's common core state standards and college-level programs at Connecticut public higher education institutions within one year of implementing the standards (effective July 1, 2012).

The Department of Education, in collaboration with higher education boards, shall develop a pilot program by July 1, 2013 to incorporate common core state standards into priority school districts' curricula and align them with state system of higher education offerings from school year 2013-2014 through 2017-2018.

Priority school districts must partner with community-technical colleges, Connecticut state universities, or the University of Connecticut to evaluate and align curricula, administer college readiness assessments to grade 11 students, and provide support plans to grade 12 students found unprepared for college.

School districts must annually report college readiness assessment results and evaluations to the Department of Education, Board of Regents for Higher Education, and University of Connecticut.
