Requires each local and regional board of education to administer a college readiness assessment to all tenth-grade students in public schools during the spring of their sophomore year, effective July 1, 2012.

Mandates that students demonstrating shortcomings in college readiness, along with their school and parent or legal guardian, must collaborate to develop a remediation plan.

Ensures remediation plans are completed prior to high school graduation to prepare students for college-level coursework.
