Requires each institution of higher education to adopt and disclose policies regarding sexual assault and intimate partner violence in annual campus crime reports, effective July 1, 2012

Mandates policies include procedures for reporting, accessing campus and community support services, obtaining protective orders, and changing academic or living situations in response to assault or violence

Requires institutions to honor protective and restraining orders and conduct disciplinary proceedings using the preponderance of the evidence standard with trained officials

Specifies that both victims and accused parties have the right to bring an advisor or support person to proceedings, present evidence and witnesses, and receive written results within one business day

Requires institutions to provide primary prevention and awareness programming for all students covering consent, bystander intervention, risk reduction, and reporting procedures for sexual assault and intimate partner violence
