Establishes an all-payer claims database program under the Office of Health Reform and Innovation to collect, assess and report health care information relating to safety, quality, cost-effectiveness, access and efficiency.

Requires the Special Advisor to the Governor on Healthcare Reform to seek federal and private funding for the program and submit annual budgets to the Secretary of the Office of Policy and Management by June 15.

Defines reporting entities to include insurers, health care centers, third-party administrators, pharmacy benefits managers, hospitals, dental plans and other health claims administrators, with exclusions for employee welfare benefit plans under ERISA.

Authorizes disclosure of database data to state agencies, insurers, employers, health care providers, consumers, researchers and the Connecticut Health Insurance Exchange while protecting confidentiality under federal regulations.

Establishes the All-Payer Claims Database Advisory Group to develop implementation plans and provide recommendations by December 1, 2012, with civil penalties up to $1,000 per day for non-compliance with reporting requirements.
