Clarifies that a mechanical contractor must employ workers "licensed to perform" plumbing and piping work or heating, piping and cooling work in accordance with chapter 393 (effective October 1, 2012)

Establishes penalties for mechanical contractors who fail to obtain required registration certificates and wilfully engage unlicensed employees in plumbing, piping, heating, or cooling work

Sets fine of $1,000 for the first violation and $2,500 for each subsequent violation of mechanical contractor registration requirements

Exempts from registration requirements businesses that work exclusively on single-family or multifamily private residences of four units or fewer, or employ fewer than ten licensed workers

Exempts from registration requirements businesses engaged solely in sewer line, storm drainage line, or water line installation and repair, and individual licensed practitioners
