Repeals and replaces Section 17a-451 of the general statutes effective October 1, 2012, establishing the Commissioner of Mental Health and Addiction Services' powers and duties regarding mental health and substance abuse services administration.

Requires the commissioner to report deaths of persons with psychiatric disabilities receiving inpatient behavioral health care services to the Office of Protection and Advocacy for Persons with Disabilities within 30 days of death.

Eliminates requirement for hospitals to submit annual reports to the Department of Mental Health and Addiction Services on alcohol and substance abuse screening protocols, maintaining only the requirement to establish such protocols.

Removes biennial reporting requirement to the General Assembly, Office of Policy and Management, and Alcohol and Drug Policy Council; instead requires the commissioner to include data summary in the state substance abuse plan developed triennially.

Eliminates the Connecticut Alcohol and Drug Policy Council's requirement to submit annual January 15th reports to the Governor and General Assembly, transferring this function to the commissioner's state substance abuse plan updates.
