Amends section 36a-250(a)(21) to authorize banks to make secured and unsecured loans and issue letters of credit, effective October 1, 2012.

Removes reference to section 36a-260 as the sole authorization for lending activities and replaces it with reference to sections 36a-261 to 36a-265 as limiting provisions.

Repeals section 36a-260 of the general statutes, effective October 1, 2012.

Changes the regulatory framework for lending authority by shifting from a single authorizing section to multiple limiting sections.
