Repeals and replaces Section 42-159 of the general statutes to define key terms for self-service storage facilities, including "owner," "occupant," "rental agreement," and "personal property."

Clarifies that "last known address" means a postal or electronic address provided by the occupant in their rental agreement or in a written notice of address change.

Requires owners to notify occupants and secured creditors in writing before satisfying a lien, using in-person delivery, registered/certified mail, or electronic mail to the occupant's last known address.

Adds requirement that if an owner sends electronic notice to the occupant, the owner must follow up with registered or certified mail if the owner does not receive confirmation of receipt within three days.

Effective date: July 1, 2012.
