Adds prohibition on telephone solicitors from intentionally transmitting inaccurate or misleading caller identification information

Establishes a "no sales solicitation calls" listing maintained by the Department of Consumer Protection that consumers can join by calling a toll-free number to opt out of unsolicited sales calls

Requires the department to update the listing quarterly and make it available to telephone solicitors upon request

Prohibits telephone solicitors from making unsolicited calls to consumers on the listing, calling between 9 p.m. and 9 a.m., using facsimiles, or using recorded messages

Violations are deemed unfair or deceptive trade practices with fines up to $11,000 per violation; effective October 1, 2012
