Reclassifies trash-to-energy facilities located in Connecticut from Class II to Class I renewable energy sources, effective October 1, 2012.

Removes trash-to-energy facilities from the Class II renewable energy source definition and adds them to the Class I renewable energy source definition.

Requires all revenue derived from Class I renewable energy certificates generated by in-state trash-to-energy facilities to be dedicated to benefit municipalities that utilize those facilities.

Amends sections 16-1(a)(26) and (27) of the Connecticut General Statutes to implement the reclassification.
