Amends Connecticut General Statutes Section 22-358 regarding animal quarantine and restraint orders for animals that have bitten or attacked people.

Animal restraint orders issued by animal control officers become effective immediately upon issuance and remain in effect during any appeal to the commissioner.

Owners or keepers of animals may request a hearing before the commissioner within 14 days of an order's issuance to challenge the restraint decision.

Commissioner may affirm, modify, or revoke restraint orders after hearing, but the order stays in place pending the appeal outcome.
