Replaces "insure" with "ensure" throughout coastal zone management statutes and adds recognition of private property rights in coastal development policies (effective October 1, 2012).

Adds consideration of sea level rise projections (2.4 inches per decade or as determined by the Commissioner of Energy and Environmental Protection) into coastal planning and development review processes.

Establishes new policy encouraging strategic realignment of coastal development over several decades for lands threatened by erosion or structures experiencing repetitive substantial damage.

Requires coastal site plan reviews to include assessment of how sea level rise will impact proposed uses or structures over their projected lifespan and incorporate mitigation measures for adverse coastal impacts.

Modifies building reconstruction provisions in coastal areas to allow denials when buildings are substantially damaged by coastal flooding if repair costs exceed 50% of pre-damage fair market value and subsequent damage occurs, with compensation required for any taking.
