Removes requirement for dam owners to notify the Commissioner of Energy and Environmental Protection by certified mail within ten days of ownership transfer; instead adds this notification requirement to the dam registration section with the same ten-day timeframe.

Shifts responsibility for inspecting dam construction work from the commissioner to the dam owner, who must hire a registered professional engineer licensed in Connecticut and submit a sworn inspection statement to the commissioner within 30 days of completion.

Extends the dam registration deadline from July 1, 1984 to October 1, 2014 and requires registered dam owners to have structures inspected by licensed engineers on a periodic schedule established by the commissioner through regulations.

Requires owners of high or significant hazard dams to develop and update emergency action plans every two years, filing copies with the Commissioner of Energy and Environmental Protection and affected municipalities, with plan content established by commissioner regulations.

Authorizes the commissioner to audit inspection reports submitted by dam owners and require independent reinspection by a disinterested engineer at the owner's expense if reports are found to be materially inaccurate, incomplete, or misleading.
