Amends section 2-15a of the general statutes to require the Joint Committee on Legislative Management to instruct each legislative caucus to include a note on all future informational mailings.

Note must provide constituents with the option to receive information from their legislators by electronic mail instead of posted mail.

Aims to reduce the cost of legislative mailings and generate savings for the state.
