Allows persons convicted of motor vehicle offenses resulting in death or serious physical injury to make statements of apology, sympathy, or condolence to victims or their representatives prior to sentencing

Requires such statements be made before the court in a closed courtroom at a time designated by the court

Prohibits statements from being admissible as evidence of admission of liability or admission against interest in any civil or criminal proceeding

Defines "serious physical injury" using the same meaning as provided in Connecticut General Statutes section 53a-3

Effective October 1, 2012
