Extends the deadline for the Secretary of the Office of Policy and Management to analyze planning region boundaries from January 1, 2012 to January 1, 2014, with subsequent analyses required at least every twenty years.

Requires the Secretary to consult with legislative committee chairs, regional planning organizations, and municipal associations when conducting the boundary analysis.

Establishes a goal of reducing the number of planning regions to no more than eight by examining opportunities for coordinated planning and regional service delivery among urban centers and neighboring towns.

Allows voluntary consolidation of two or more contiguous planning regions containing at least fourteen municipalities to form a single regional council, exempting them from redesignation if formally redesignated by January 1, 2014.

Extends the timeline for municipal notification and objection procedures from forty-five to sixty days, and the total resolution period from one hundred twenty to two hundred ten days, with boundary revisions effective January 1, 2015.
