Repeals and replaces Section 10-231b of the general statutes, effective October 1, 2012, regarding pesticide applications on school grounds.

Restricts pesticide applications on school grounds to certified pesticide applicators (supervisory or operational certification under section 22a-54), with exceptions for emergency applications that do not involve restricted use pesticides when impractical to obtain certified applicators.

Removes previous restrictions limiting lawn care pesticide bans only to preschools and schools with students in grade eight or lower, expanding the ban to all public and private schools.

Permits lawn care pesticide applications on school playing fields and grounds pursuant to an integrated pest management plan consistent with the Commissioner of Energy and Environmental Protection's model plan, and allows emergency applications approved by the local health director, Commissioner of Public Health, Commissioner of Energy and Environmental Protection, or school superintendent.

Authorizes the Commissioner of Energy and Environmental Protection to adopt regulations and establishes penalties of $500 to $2,000 per violation for noncompliance.
