Changes the requirement that animal control officers "shall" quarantine biting dogs in public pounds to permissive language allowing officers to "may" quarantine them when the bite occurs off the owner's premises.

Allows officers to order owners to quarantine animals in veterinary hospitals, kennels, or other commissioner-approved facilities instead of public pounds.

Requires notice of quarantine orders to be given to the bitten person within twenty-four hours and mandates examination on the fourteenth day to determine whether quarantine should continue or be removed.

Establishes penalties of up to $250 fine or thirty days imprisonment for owners who fail to comply with quarantine orders, and authorizes seizure of the animal if non-compliance occurs.

Takes effect October 1, 2012.
