Requires regional planning agencies to hold at least one public hearing before adopting or amending a regional plan of conservation and development, with notice given to chief executives and planning commissions of member towns, cities, or boroughs.

Mandates publication of hearing notice in a newspaper with substantial circulation in the region between 10 and 20 days before the hearing.

Requires regional planning agencies to post plans on their websites and submit them to the Secretary of the Office of Policy and Management at least 65 days before the public hearing for review and recommendations.

Sets October 1, 2013 as the deadline for the Secretary of the Office of Policy and Management to establish criteria and procedures for reviewing whether regional plans are consistent with the state plan of conservation and development and the state economic strategic plan.

Requires adoption of plans by majority vote of agency representatives and mandates that adopted plans be transmitted to member municipalities and state officials, with notification of any inconsistencies with state plans.
