• Requires outdoor advertising structures to be completed and operational within six months of permit issuance, with permit cancellation for non-compliance.

• Increases annual permit fees for outdoor advertising signs: from $20 to $40 for signs with 300 square feet or less; from $40 to $80 for signs between 300-600 square feet; and from $60 to $120 for signs between 600-900 square feet.

• Establishes application fees of $50 for advertising panels under 300 square feet and $100 for panels with 300 square feet or more.

• Creates a $100 transfer fee payable by the transferee when outdoor advertising permits are transferred between parties.
