HB 5167 Summary

• Removes mandatory license suspension periods for youth adjudged youthful offenders for certain traffic violations (sections 14-215, 14-222, 14-223, 14-224), instead allowing the commissioner to determine if suspension is warranted on a case-by-case basis.

• Adds new subsection (3) to section 14-111(b) establishing that youth youthful offenders convicted of specified violations shall have their licenses suspended for six months for a first offense and one year for subsequent offenses.

• Clarifies language in section 14-36i(b) regarding 48-hour license suspensions for drivers arrested for texting while driving, impaired driving, racing, or reckless driving.

• Restructures section 14-111e to organize license suspension periods by offense type for drivers under age 21, with periods ranging from 30 to 150 days depending on the violation.

• Makes technical corrections to sections governing childhood cancer awareness license plates, vehicle inspection violations, driver training for persons with disabilities, and medical review board confidentiality.

• Repeals section 14-289i effective October 1, 2012.
