Requires licensed dealers to complete a comprehensive safety inspection of all used motor vehicles before offering them for sale, covering all equipment and components specified in sections 14-80 to 14-106d.

Mandates dealers attest to an approved safety inspection form under penalty of false statement, confirming the vehicle has undergone necessary repairs and is safe for highway operation.

Allows dealers to sell vehicles "as is" with defects if repairs are not completed, but requires prominent marking of "unfit for highway operation" on retail purchase orders, invoices, and title documents with a detailed explanation of defects.

Requires purchaser acknowledgment through signatures on retail purchase orders, invoices, and safety inspection forms before sale completion.

Prohibits dealers from charging fees for safety inspections or repairs required to remedy defects discovered during inspections; effective October 1, 2012.
