Replaces terminology "learner's permit" with "youth instruction permit" and "training permit" with "instruction permit" throughout motor vehicle statutes effective January 1, 2013.

Establishes a new "adult instruction permit" for persons 18 years or older without a motor vehicle operator's license, allowing them to operate vehicles on public highways for instruction purposes under supervision of a licensed instructor or qualified licensed operator.

Changes motorcycle permit terminology from "training permit" to "motorcycle instruction permit" and clarifies related requirements and regulations.

Sets fee of $19 for each motor vehicle adult or youth instruction permit or renewal and $16 for each motorcycle instruction permit or renewal effective January 1, 2013.

Eliminates the obsolete four-year operator's license fee option, retaining only the six-year license fee of $72 plus $12 per year for any partial year effective January 1, 2013.
