Replaces specific military ranks with "members of the armed forces of the state" throughout statute and removes $5-10 daily pay increases previously given to certain ranks.

Allows state military members to perform duty without pay and allowances with prior written consent and notification of right to refuse.

Expands workers' compensation coverage to state military members performing military duty, whether paid or unpaid, and allows benefits based on higher of regular employment salary or state average production wage.

Excludes members of armed forces performing military duty from minimum wage and overtime requirements under state labor law.

Simplifies military operation definitions in state employee insurance and leave benefits from listing specific named operations to covering "a military operation, war or national emergency."
