Expands definition of "military facility" to include state-owned or controlled buildings, structures, and training sites, not just buildings alone.

Grants the Adjutant General authority over use, maintenance, and leasing of all military facilities, with leases limited to military organizations, nonprofit organizations, organizations receiving state aid, and governmental agencies.

Establishes a separate "military facilities account" within the General Fund to receive lease proceeds and state appropriations for maintenance and renovation of military facilities.

Requires the Adjutant General to submit annual reports by August first to the select committee on veterans' affairs detailing lease proceeds and expenses for each military facility.

Prohibits leasing of military facilities in ways that conflict with active military organization drill nights, federal military regulations, or that allow veterans' organizations to sublease or charge reduced rates for paid events.
