Restructures section 17b-112(a) of the general statutes regarding the temporary family assistance program effective July 1, 2012.

Establishes that nonparent caretaker relatives who are legal guardians of children receive a payment standard equal to 75 percent of the prevailing foster care rate paid by the Department of Children and Families for the equivalent number of children.

Maintains existing eligibility conditions and twenty-one month benefit limits for families receiving temporary family assistance, including grandparents and other caretaker relatives.

Allows the Commissioner of Social Services to operate portions of the program as a solely state-funded program separate from the federal temporary assistance for needy families program to avoid fiscal penalties.
