Establishes a foster parent bill of rights for all individuals licensed as foster parents by the Department of Children and Families, effective October 1, 2012

Grants foster parents thirteen enumerated rights including being treated with respect as placement team members, receiving notification of meetings and court hearings, and accessing relevant information about foster children in their care

Requires the department to provide foster parents with support services, training, open communication, and 24/7 contact information for assistance

Prohibits the department from retaliating against foster parents who question or appeal departmental decisions

Clarifies that this bill of rights does not create a legal cause of action for foster parents
