Modifies section 7-473c of the general statutes regarding municipal binding arbitration procedures, effective October 1, 2012.

Allows municipal employers and employee organizations to jointly file stipulations modifying, deferring, or waiving provisions of arbitration subsections (a), (b), (c), and (e), with such stipulations controlling over statutory provisions.

Establishes a 180 calendar day deadline for filing statements of last best offer and briefs on unresolved issues, measured from either the date arbitration services were requested or binding arbitration was imposed by the State Board of Mediation and Arbitration.

Prohibits municipal employers and employee organizations from filing stipulations that modify, defer, or waive provisions of the new deadline requirement in subsection (f).
