Extends the deadline for Board of Mediation and Arbitration members to issue written decisions from 15 days to 60 days after proceedings conclude, effective October 1, 2012.

Requires written decisions submitted after oral decisions to be provided within 15 days, and mandates all oral decisions be transcribed, approved by the panel/member, and filed with board records.

Changes compensation trigger from "conclusion of proceedings" to "issuing a decision" for panel members and single arbitrators.

Increases compensation for panel members from $175 to $225 per case, and for those preparing written decisions from additional $125 to additional $175.

Increases compensation for single member arbitrators from $275 to $325 per case, and maintains $150 per day for additional days beyond the first day (with Labor Commissioner approval required for extensions beyond two days).
