Board of Regents president must develop a plan by October 1, 2012 to create a college intern regulatory board to regulate higher education student internship programs, in consultation with the Office of Financial and Academic Affairs for Higher Education and the Labor Commissioner.

Plan must include recommendations for establishing an administrative hearing board within the college intern regulatory board to handle student requests for hearings regarding their internships.

Board of Regents president must report to the joint standing committees on higher education and labor by January 1, 2013 with the plan, projected costs, hearing board recommendations, and administrative or legislative actions needed for implementation.

Work shall be completed within existing budgetary resources.
