Prohibits the manufacture, sale, offer for sale, or distribution of children's products containing TDCPP, TDCP, TCEP, or TCPP fire retardant chemicals, effective October 1, 2014.

Defines "children's products" as items designed or intended primarily for use by children three years of age or younger, including clothing, toys, nursing pillows, crib mattresses, and changing pads.

Exempts products governed by federal motor vehicle standards (49 CFR Sections 571.213 and 571.302) and products resold by consumers for personal use.

Authorizes the Commissioner of Consumer Protection to enforce the prohibition and levy civil penalties of up to $1,000 per day for first violations and up to $2,500 per day for subsequent violations.

Penalties collected are deposited into the consumer protection enforcement account.
