Exempts nonprofit independent institutions of higher education authorized to operate in Connecticut prior to July 1, 1992 (more than 20 years) from State Board of Education approval for new and revised academic programs.

Maintains the Office of Financial and Academic Affairs for Higher Education's authority to establish regulations regarding licensure and accreditation requirements including administration, finance, faculty, curricula, and other criteria.

Allows the Office of Financial and Academic Affairs to establish an advisory council for accreditation with representatives from public and private institutions and the public.

Takes effect July 1, 2012.
