Amends Connecticut General Statutes Section 7-473c(d)(9) regarding arbitration panels' consideration of municipal financial capability in labor disputes.

Prohibits arbitration panels from considering a municipality's reserve fund balance when determining financial capability, except when the reserve exceeds 10% of the municipality's total budget.

Requires arbitration panels to prioritize the public interest and municipal employer's financial capability while considering other specified factors including cost of living, employment conditions, and prevailing wages.

Effective date: October 1, 2012.
