Authorizes the Commissioner of Public Health to contract with licensed dental professionals or statewide dental organizations to establish a program delivering charitable dental services to low-income families, effective July 1, 2012.

Allows contracts to include provisions for creating a volunteer dentist network, developing referral systems for eligible persons, implementing public awareness campaigns, and providing administrative support.

Requires the Commissioner of Public Health to submit a report to the joint standing committees on public health and human services by January 1, 2013, detailing program expenditures, services provided, persons served, and number of volunteer dental professionals.
