Repeals and replaces Section 19a-32e of the general statutes concerning the Stem Cell Research Fund, effective October 1, 2012.

Expands the Commissioner of Public Health's authority to enter into collaborative funding agreements with other entities, including states or foreign countries, to advance stem cell research partnerships in addition to making direct grants-in-aid.

Removes the June 30, 2006 deadline for the Stem Cell Research Advisory Committee to develop grant applications and instead requires ongoing application development.

Maintains the requirement of at least $10 million annually from the Stem Cell Research Fund for grants-in-aid to eligible institutions for embryonic or human adult stem cell research through fiscal year ending June 30, 2015, with unused funds carrying forward.

Allows unused grant funds to be carried forward to subsequent fiscal years rather than lapsing.
