Requires electors to submit a new voter registration card to transfer their registration to a new address within the same municipality, replacing the previous method of submitting a signed written request.

Specifies that registrars of voters must obtain consent from each registrar of voters before making any transfer of registration on election day.

Adds clarifying language throughout the statute to consistently refer to "registrars of voters" in relevant provisions concerning voter registration list management.

Effective date is July 1, 2012, amending General Statutes Section 9-35.
