Repeals and replaces Section 9-436 of the general statutes effective July 1, 2012, concerning the use of voting equipment and staffing of polling places at primary elections.

Allows registrars of voters to appoint any elector in the state to serve as primary polling place officials, rather than limiting appointments to enrolled party members in the municipality.

Permits registrars of voters to appoint any certified moderator in the state to serve as moderators at primaries, removing the previous requirement that moderators be enrolled members of the party holding the primary.

Eliminates specific minimum requirements for the number of voting booths based on formulas tied to the number of registered voters, instead allowing registrars discretion in determining booth allocation.

Changes language from mandatory ("shall") to discretionary ("may") regarding the use of separate voting tabulators for unaffiliated electors and the appointment of additional official checkers for such voters.
