Increases threshold for voluntary in-home fundraiser events from $200 to $400 per individual per event, and from $400 to $800 annually, with allowance for $800 total when co-hosted by multiple individuals at residential premises.

Lowers electronic filing requirement threshold for state candidates from $250,000 raised/spent to $4,500, effective April 1, 2012, and requires all previously filed statements to be refiled electronically once threshold is met.

Requires campaign treasurers (rather than committee chairmen) to file amended statements within 10 days of changes to committee officer information.

Exempts candidate committees from certain filing requirements if candidate is unsuccessful in primary, ineligible for ballot, or established for unopposed participating candidates.

Eliminates requirement to separately itemize contributions of $50 or less and removes associated "small contributors" reporting category effective January 1, 2013.
