Modifies section 25-68d(h) of Connecticut general statutes to establish exemptions for state-funded housing reconstruction projects in floodplains, effective upon passage.

Exempts critical housing activities above the one-hundred-year flood elevation from standard floodplain regulations, provided the funding state agency certifies compliance with the National Flood Insurance Program.

Allows exempted activities including renovation of affordable housing, minor handicapped accessibility structures, open deck construction, and demolition/reconstruction of low and moderate income housing without increasing dwelling units.

Removes requirement that reconstruction be limited to existing building footprints or parcels above flood elevation if the parcel's elevation is above the one-hundred-year flood level.

Prohibits placement of fill within adopted Federal Emergency Management Agency flood zones for qualifying reconstruction projects.
