Repeals and replaces Section 26-57a of the general statutes to permit possession of reindeer in Connecticut year-round through regulated permits and a pilot program

Requires the Commissioner of Agriculture to adopt regulations by September 1, 2013 governing captive cervid herds including reindeer, in consultation with the Department of Energy and Environmental Protection, covering permits, wildlife protection, transport, and enforcement

Establishes a pilot program by November 1, 2012 allowing up to two Connecticut businesses to maintain up to five reindeer each, subject to importation permits and requirements including health certification, fencing, inspections, and testing

Until full regulations are adopted, permits seasonal importation of reindeer from Thanksgiving Day through New Year's Day for temporary possession, requiring animals to be exported within one week after the period ends

Requires imported reindeer to meet health standards including individual identification, veterinary inspection within 30 days of entry, documentation of freedom from tuberculosis and brucellosis, and participation in chronic wasting disease monitoring programs for at least three to five years
