Repeals and replaces Section 23-10e to permit equestrian use on multi-use trails on state park and forest lands unless specifically prohibited by the Commissioner of Energy and Environmental Protection, effective July 1, 2012.

Requires the Commissioner to consult with the Equine Advisory Council before prohibiting equine use on any multi-use trail that has historically been utilized by equestrians.

Preserves non-equine public use of the same trails and allows the Commissioner to temporarily close trails for safety reasons or natural resource protection.

Clarifies that permitting equestrian use on multi-use trails does not constitute an expansion of those trails.
