Amends Connecticut General Statutes section 17b-340(f)(4) to modify nursing home rate adjustments effective July 1, 2012.

Freezes nursing home rates at levels in effect for the period ending June 30, 2011 through June 30, 2013, with exceptions for facilities issued lower rates due to interim rate status or departmental agreements.

Removes fair rent increase restrictions that previously applied only to facilities with approved certificates of need for fiscal years ending June 30, 2010, 2011, 2012, and 2013.

For fiscal year ending June 30, 2013, requires the Commissioner of Social Services to add fair rent and moveable equipment depreciation allowances for items placed in service during cost report years 2008-2011 that were not included in rates issued between July 1, 2009, and June 30, 2012.

Takes effect July 1, 2012.
