Repeals and replaces Section 17b-256f of the 2012 Connecticut General Statutes regarding income eligibility for Medicare Savings Programs, effective March 1, 2012.

Requires the Commissioner of Social Services to annually increase income disregards for the federal Specified Low-Income Medicare Beneficiary, Qualified Medicare Beneficiary, and Qualifying Individual Programs to match income levels and deductions used for the ConnPACE program.

Eliminates asset testing requirements for eligibility under the Medicare Savings Program.

Authorizes the Commissioner of Social Services to implement policies and procedures before formal regulation adoption, with notice required in the Connecticut Law Journal within 20 days of implementation.

Purpose is to align income eligibility guidelines among programs serving senior citizens.
