Allows the Commissioner of Social Services to make advance payments to nursing facilities providing medical assistance program services, upon request and after consulting the Secretary of the Office of Policy and Management.

Limits advance payments to estimated amounts due for services provided to eligible recipients over the most recent two-month period, with recovery required within ninety days through reductions to future payments or cash receipts.

Requires the commissioner to take prudent measures to ensure advance payments are not provided to nursing facilities at risk of bankruptcy or insolvency, and permits execution of security agreements for repayment.

Waives the advance payment limitation and ninety-day recovery deadline for nursing facilities that have been appointed a receiver under section 19a-543.
